I observe that in your despatch L/N 4/1 Opin to 2-12 of the Administrator (forwarded with your despatch No 433 of 1st Dec 1921) it was stated that legislation on the lines of the "Dangerous Drugs Act 1920" was in course of preparation. I understand that the reasons for the delay in acting on this legislation have been the pressure of Lau & the fact that matters were being gone into by law officers. The ground is already well covered by the Pharmacy & Poisons Ordinance 1916, (rendering it indeed mainly a matter of convenience to have separate legislation dealing with Dangerous drugs on the lines of the Home Act).
